Returns a single DeliveryPromise object

If the cutoffTime and cutoffPromise are configured, an additional check is done to see if the cutoff time is before the current UTC time. If it is, it provides the cutoff promise; otherwise, it returns the default promise. When a cutoffTime is configured the cutoffPromise becomes mandatory.
